The North End Development Team (NEDT)is an independent committee comprised of representatives from the North End Neighborhood Organization (NENO), North End Business Association (NEBA), North East Neighborhoods Development Company (NENDC), East Side Neighborhood Development Company (ESNDC), Neighborworks, City Council offices Ward 1 and Ward 5, community members and City Planning and Economic Development (PED) staff. The group exists to identify development needs and opportunities in the North End in order to enhance the economic climate and livability of the neighborhood.
The City of Saint Paul Neighborhood STAR & Capitol Improvement Budget
In May 1993, the Minnesota State Legislature authorized the City of Saint Paul to levy an additional half-cent sales tax to make needed improvements to create the Neighborhood STAR Program. The goal of STAR is to use funds for capital improvements to further residential, cultural, economic and commercial development

Is a funding program provided to cities, with a primary objective of the development of viable urban communities, by providing decent housing and a suitable living environment, and expanding economic opportunities.
